Go.Speedbit.com Redirect Virus

My browser is hijacked. When I use Google Search, no matter what link I want to click and open it, IE browser always redirects me to Go.Speedbit.com. I can use Firefox normally. Is that a virus? I tried to run security scan but nothing found. If that is a virus, how do I get rid of it completely?

My computer is locked by Cyber Command of California. They ask for 300 dollars within 48 hours. Is it real? Can I trust it? Do I need to pay it to unlock my PC?
