Remove “Navigation to the webpage was canceled” Message

Help!! When I turned my laptop on and after putting in my password, I got a white screen, then it displayed a message saying “Navigation to the webpage was canceled.”  This message stayed up and didn’t allow me to do anything, even the cursor didn’t move. After a few minutes, the page changed to another message saying “This program cannot display the webpage.” What it that? Both messages didn’t give me any options to close it. I can turn off the laptop by holding the power button but when I try to use again the same thing happens. I have Windows 7. Any help will be appreciated.
