Remove Windows.Errorhelper.com Pop-up Virus

I get Windows.Errorhelper.com pop-up on my new Dell laptop. This redirect virus has infected my Internet Explorer and Google Chrome completely, I try to remove this redirect virus on the control panel, but it will still take over the browsers no matter how many times I have uninstalled it.
