How to Unlock Android Phone “KYOCERA” from FBI OneVanilla $500 Popup?

I was on kissanime.ru then a pop-up appeared and claimed that I was on an ILLEGAL site and claimed that I NEED to pay $500 dollars in 48 hours, or the POLICE will appear at my home and take me to court, is it real? Cause right now I’m scared of the POLICE appearing here. PLEASE ANSWER!

My Kyocera android phone has popped up with this virus, the vanilla prepaid fbi blocker. When i shut the phone down to restart in safe mode, it automatically turns itself back to the virus screen and doesn’t recognize that I’m trying to restart in safe mode when i try to accomplish it at the vendor screen.
