Redirect.cpvrdr.com Redirect Removal

Please help!! IE has continually opened this same webpage, OVER AND OVER! Like, every 5 minutes. This is the webpage: http://redirect.cpvrdr.com/redirect.php?id=435468. I have tried many ways to remove it such as reinstalling browsers, running security scan but none of them worked. Antivirus program says my computer is clean but when I am at a page, a new tab opens up & the website first says redirect.cpvrdr.com then it goes to another page. It is really annoying. How do I get rid of this redirect virus?
