Windows Cleaning Toolkit Virus Removal Guide

I was surfing Internet and then a pop-up advertisement popped up saying that my computer was infected and I need a program to remove all those infection. Then i clicked yes and allowed Windows Cleaning Toolkit to install. I thought I was downloading an antivirus protection but it turned out to be a scam. The program launches itself every time when I boot up the computer and it asks me to pay and register a full version before it helps me to remove those detected viruses. I know all the scan results are bogus but I cannot get rid of Windows Cleaning Toolkit. What to do? Any help will be appreciated.

Windows Expert Console is on my computer Dell laptop, I thought it is a useful tool that can help me protect my computer from getting virus.
