What do I do when receiving the International Cyber Criminal Police Organization pop-up warning?

Hello. This is Jim martin. Please help me get rid of this International Cyber Criminal Police Organization pop-up warning. I don’t know what the hell is going on here but whatever. Now my Samsung tablet has been blocked by the International Cyber Criminal Police Organization for safety reason. It said I violated a bunch of laws and I am supposed to pay $250 to unblock my tablet. Otherwise, the police will come to arrest me and throw me into jail for years. I just don’t understand.
